PENANG, July 22 – Newly appointed Penang Police Chief, Datuk Dennis Lim Kuan Keng, has pledged to modernize the state's law enforcement by integrating cutting-edge technology and reinforcing strict professional standards.Speaking at his first introductory press conference,Datuk Dennis expressed his gratitude to the top leadership of the Royal Malaysia Police (PDRM) and the Police Service Commission (SPP) for their confidence in his appointment.

Ensuring State Security Datuk Dennis revealed that his initial assessment of the state's security landscape placed Penang among the safest echelons in the country."After studying the security situation and comparing it across the 14 states in Malaysia, I found that Penang's security situation is one of the best," he said.

He credited this success to the strong civic mindfulness of the local population and their robust cooperation with law enforcement.

A  Focus on Urban Upkeep and Crime Prevention Highlighting the "Broken Windows" theory of criminology, the new police chief emphasized that local government effectiveness plays a critical role in crime prevention.He noted that neglecting public spaces directly invites illicit activities.

"If a place is clean and tidy, criminals will not come there," Datuk Dennis explained.

"But if the place is unkempt, dirty, and neglected, criminals and drug addicts will start coming.

"To combat this, the Penang Police will work hand-in-hand with local councils to target Abandoned places and vacant buildings

Areas lacking adequate street lighting Overgrown grass and unkept public spacesThis joint initiative will be spearheaded along side the Director of the Crime Prevention and Community Protection Department (JPJKK).

Embracing AI and Modern TechnologyAcknowledging Penang’s historic status as the birthplace of modern Malaysian policing in 1807, Datuk Dennis stressed the urgent need to evolve alongside borderless cyber threats.The state command plans to aggressively increase the use of Information Technology (IT) and Artificial Intelligence (AI) for security operations.

He extended an open invitation to tech firms and organizations specializing in AI to collaborate with the police force.

Upholding Integrity and Public Trust Reinforcing the classic slogan "The Police and Society Are Inseparable," Datuk Dennis made a firm promise to uphold absolute professionalism, high morale, and integrity within the ranks.He issued a strict directive regarding public complaints, making it clear that frontliners must register every report brought to the station.

"If someone comes to the police station due to an emergency, accident, or life-threatening situation, the complaint should not be dismissed under any circumstances," he concluded.
